What is Streamlined Energy & Carbon Reporting (SECR)?

From 1st April 2019, SECR applies to all quoted companies and large incorporated unquoted companies that meet two or more of the following:

  • At least 250 staff
  • An annual turnover greater than £36m
  • An annual balance sheet total greater than £18m

Participants are required to report their total global energy use, including GHG emissions, and information relating to energy efficiency actions alongside the methodology used to calculate the new and existing disclosure requirements.

SECR will be reported annually through directors’ reports. Limited Liability Partnerships (LLPs) are required to include SECR information in their annual reports. In the case of charitable companies, the reporting should be in the combined Directors’ and Trustees’ Annual Report.

SECR Management Packages

Package 1: Standard Package

  • Data correlation of SECR applicable energy consumptions, transport mileage and invoices to determine total energy consumption/expenditure.
  • Production of annual report, detailing emissions from activities for which the company own or control including combustion of fuel & operation of facilities (Scope 1) / tCO2e.
  • Production of annual report, detailing Emissions from purchase of electricity, heat, steam and cooling purchased for own use (Scope 2) / tCO2e.
  • Production of annual report, detailing total gross Scope 1 & Scope 2 emissions / tCO2e.
  • Determination of Intensity ratio: tCO2e (gross Scope 1 + 2) e.g. tCO2e per total £m sales revenue, tCO2e per full time equivalents.
  • Provide Organisational Chart identifying energy use.
  • Details of Methodology used for determination of total emissions.
  • Identify energy saving opportunities.
  • Compilation of data required for an SECR Evidence Pack; including but not limited to:
  • Details of the participant and identification of the responsible undertaking.
  • Correlation of correspondence with the relevant authority.
  • Determination of Exclusions and Onward Supplies as defined in the SECR Guidance.
  • Certificate of independent external assurance.
  • Consultancy services to client with regards to SECR issues.

Package 2: Premium Package

  • Data correlation of SECR applicable energy consumptions, transport mileage and invoices to determine total energy consumption/expenditure.
  • Production of annual report, detailing emissions from activities for which the company own or control including combustion of fuel & operation of facilities (Scope 1) / tCO2e.
  • Production of annual report, detailing Emissions from purchase of electricity, heat, steam and cooling purchased for own use (Scope 2) / tCO2e.
  • Production of annual report, detailing total gross Scope 1 & Scope 2 emissions / tCO2e.
