Medium Combustion Plant Directive (MCPD) Compliance

To meet the requirements of the MCPD you will need to ensure that all relevant data is collected and correlated.

First you should carry out a survey detailing the MCP located on site. This should include as a minimum:

  • Identify, record and provide report on combustion plant requiring compliance with the Directive.
  • Identify any exemptions and exclusions as detailed by Articles 2 and 6 of the Directive.
  • Dates for registration and obtaining permits under the MCPD.
  • Dates for compliance with proposed Emissions Limit Values.
  • Identify the applicable Emissions Limit Values consistent with the plant and fuel usage.
  • Identify the applicable Standard/Bespoke Rules consistent with the plant and fuel usage.

Once you have this information, you should then start your permit application by obtaining the following information:

  • Identify requirements to complete Risk Assessment Forms consistent with plant and fuel usage.
  • Identify requirements to complete Rule Application Form consistent with plant and fuel usage.
  • Liaise with local authority where necessary with regards to permit application.
  • Completion of an Environmental Permit Management System Manual.
  • Completion of a schedule for monitoring of emissions for pollutants.
